If you are using Google Pay to make a payment and if that particular transaction has an issue, it usually stays stuck.

In any case, the payment stays stuck and shows a “processing” in your Google Pay transaction history. You won’t be able to complete that payment and it will also be risky to attempt the payment again, as the previous payment could go through and you would have paid the same person twice.
